I had a dress like this, once in the late 80's. It was black and had a huge bow on the lower hip where her dress has a white thing. Kind of a Cindi Lauper idea. If you took this chick's head and turned it up-side-down and stuck a huge purple hat on her neck and gave her some striped Olive Oyle socks,and removed what's left of her ribs, she'd be in Vogue Magazine's trend report section.
ahahahaha! yeah I guess Flare is slightly tamer in the freakish fashion department.
